As a water conservation measure we have instituted
a tiered rate for irrigation usage. The average home owner in Gateway
uses well under 20,000 gallons of irrigation water per month and
should see no effect from this change. The intent is not to raise
revenue; its purpose is for water conservation purposes.

Why did utilities rates
increase in 2007?
Our Team and the Board of Supervisors would like to point out, the
rate increase is mainly due to an increase mandated by Lee County
as we purchace our drinking and wasterater treatment from them.
The specific GSCDD rates were only increased 1%. Also,
keep in mind this is the first increase since 2003.
The cost of water services provided by Gateway Services CDD remains
among the lowest in the state of Florida. The majority of Gateway
residents pay approximately 50% less than they would if they lived
in another part of Lee County.
There are three reasons for the increase:
1. The District has an inter-local agreement with Lee County to
provide the District with bulk drinking water and wastewater treatment,
for areas other than Pelican Preserve. Under these agreements, Lee
County has the right to review and increase rates on an annual basis
by applying a specific formula. The increase mandated by Lee County
accounts for the majority of the increase and will go into effect
November 2, 2007.
2. An additional increase is in order to remain compliant with current
state and federal guidelines and accommodate facility upgrades.
Revenues from user rates pay for debt service obligations, maintenance
and operation of the utilities, capital replacement costs and capital
expansion cost anticipated for future growth. A study provided for
the District by a Chief Economist with CH2MHILL recommended that
our revenue and
expenses will need a change of 1% positive net impact.
3. As a water conservation measure we have instituted a tiered rate
for irrigation usage. The average home owner in Gateway uses well
under 20,000 gallons of irrigation water per month and should see
no effect from this change. The intent is not to raise revenue;
its purpose is for water conservation purposes.
